State of Colorado Attorney General’s Office Technical Support
Rocky Mountain Arsenal
Commerce City, Colorado
Sentinel Consulting Services, LLC provides technical support to the State of Colorado under a comprehensive multi-year Rocky Mountain Arsenal (RMA) regulatory oversight support contract.
The RMA was built in 1942 to manufacture weapons, including munitions filled with white phosphorus, napalm, and chemical agents. RMA was later used as a demilitarization site to destroy several of these weapons. Common disposal methods employed included chemical neutralization, incineration, and liquid waste stream evaporation, thereby resulting in contamination of the soil groundwater, surface water, and structures.
The National Priorities List (NPL) site once occupied 27 square miles. Contaminated areas requiring remediation included approximately 3,000 acres of contaminated soil, 798 structures, and 15 groundwater plumes.
Sentinel responsibilities, under the RMA technical support contract, include the role of technical advisor to the State regarding a variety of engineering design reviews, construction oversight, and regulatory oversight of the Construction Quality Assurance testing programs. Sentinel staff have provided high-quality, technically defensible support to the State during critical remedy negotiations, design development, implementation, and closure.
